I very for a long time thought, whether it is necessary to write this article. The theme of national idea is so extensive and difficult, that I was afraid to get confused itself or to complicate the readers. And nevertheless I have risked. Do not judge strictly.

I did not want to draw the diagram for this article. Fondly believing, that in discussion of the concept of national idea to draw there is nothing. I assumed, that diagrams which are necessary for correct understanding of a material, I already have partly published in other articles (so, get acquainted, please, with my previous articles devoted to model of management by end results of activity).

But this business - the analysis of essence of national idea - appeared uneasy. As a result of work above own logic, two diagrams which I have placed in this article were necessary for me. So - figures will be.

To start, perhaps, stands that I shall try to convince you that the national idea is important not only for the nation and the state, but also in large corporation, in small firm, and even in family. I would write, that presence of national idea necessarily for any social association of people on the basis of any principles (professional, ethnic, religious, military and others).

My first diagram will be very familiar to you. All this the same (already, probably, notorious) business unit, only with allocation of definite parameters which, on my belief, determine essence of national idea and "state of health" of it depending on the business unit.

Actually, given article can be considered as a part of discussion of interrelation of independent controllable parameters (ICPA) in model of management by end results of activity (MERA). How with the help of motivation to operate breakdown susceptibility of system I already wrote. Now from ideology of motivation I shall allocate only consensus. And on its basis I shall carry out the system analysis of social process under the name national idea.

In this article my research will concern very narrow theme, namely I shall write about a role of consensus as parts of system of motivation in management of community of people. We shall start, perhaps, with discussion of the first diagram.

Something at me this time the diagram has turned out not so beautiful. However I believe, it to you will not prevent to understand my logic of reasonings.

Any association of people on any principles is natural, that, whether it be the state, a party, concern, firm, family, school and so on, is business unit.

What it is possible to result in the proof? And that fact, that people have tendencies to association only provided that it will help them to process (to satisfy) inquiries of other people, thus raising the level own well-being (receiving profit).

For example, education which the person receives in high school, can obviously help it with the future to find good and highly paid work (rather than without higher education). All teachers in high school which take part during training students, receive wages (compensation). Actually on this example I try to prove, that the satisfaction of social inquiry with reception for it compensations (the profit, depending on the importance of the social order) it is as a matter of fact business unit.

In my figure on any principles with the purpose of satisfaction of social inquiries (a definite category) I have represented association of people as business unit. On its input the social inquiry is formed, and on its output the final offer or a ready product is formed.

Certainly, progress of mankind determined by a degree of satisfaction of the current social inquiries and formation of new inquiries. I have assumption (Bobrovnikov's next principle), that the new social inquiry will not be formed until already existing inquiries (taking place in processing) will not be satisfied almost up to the end (or in very big degree).

Explanation of last thesis. We determine a certain measure which pays off as the relation of a degree of conformity of a ready product to formal requirements, definite according to the acted social inquiry. The new qualitative inquiry will not be formed until this size will not exceed a certain constant (which I, alas, yet I do not know). Everything, is more theme of formation of new social inquiries I (I shall leave it for future articles) shall not analyze in this article. We come back to a theme about national idea.

We shall examine national idea as a part of system of motivation. Namely - consensus or the contract based on principles. Us dependence of internal characteristics of business unit from importance and sizes of this direction of motivation in management of community will interest.

What us will interest at the analysis of internal characteristics of business unit (more precisely what part ICPA) within the framework of this theme?

First of all is a well-being. It is determined by profitableness of work of business unit and the importance of social inquiry (which, by the way, depends on progress). For example, manufacture of carriages is a lot of years back. The profit was higher at those manufacturers who could organize more effective manufacture. However technical progress, namely the invention of the automobile, became the end of manufacture of carriages, what effective it would not be.

The following parameter is an internal progress of business unit which is determined specific in time in cost of business transaction. The below cost of business of transaction, the is more transportable in sense of management of human structure.

If remember, I wrote, that the person can construct city on Mars, dry up Pacific ocean and in general realize anyone crazy at present idea. However all rests against two factors: time and money. Namely time and money determine cost of business transaction at present. The less we spend money resources in unit of time for the decision of this or that problem (in our case - satisfaction of the social order), the above probability of that the problem will be solved according to our requirements.

It was impossible to invent a computer in days of king Arthur. In any way. The expensive there would be a toy, just as today, for example, city on Mars.

And last important characteristic is a parameter of probability of system accident (breakdown susceptibility) or social shocks (in a case only the allocated human community without an impurity of texnocratic factors).

Certainly, in any case it is impossible to forget about the staying two components in system of motivation - the compromise and authoritarianism. However now speech not about it. Let's analyse interrelation of system of motivation as national idea on inwardness of community, having assumed the balanced condition of all parameters in Bobrovnikov's formula.

First of all, it is necessary to understand, that for stable development of a society by a prepotent principle is the principle of equation. It approves, that all is good, but only in a measure. However in each ethnos there is a understanding of equation of parameters of motivation. I do not exclude, that as a whole progress of mankind is directed on creation of uniform system at which the concept of equation will be approximately identical to all ethnoses. The future will show, the rights I whether or not. Though the aspiration of the advanced powers to creation of global economy pushes to such reflections.

Give will lead the analysis of importance of national idea to lives of each person. Yes, has overlooked, mea culpa. In human community national ideas can be presented some. Them name sometimes national projects. It not always so. The national idea always can be presented as the national project, and the national project not always is national idea. We shall continue.

My second diagram on which I examine the person in a role of the social worker. Until we shall not understand, how the system of motivation determines influence of community on the person, it will be difficult for us to understand a role of national idea in life of the ordinary citizen.

So, any person in a role of the social worker copes three forces. The first force which influences us is a fear (or an authoritative component of system of motivation). For example, the violation of law can cause penalties or imprisonments. Still an example, fear to lose work.

The second force are money. They determine our material welfare in the world. It is a compromise component of system of motivation. In this thesis I do not know what to cite as an example and so all is obvious.

Also there is the third making is a career. If want, it some kind of consensus with itself. The matter is that, making some efforts for own promotion on a hierarchy, people understand, that they risk. Not always the award meets to efforts. And the measure of riskiness for each person is personal. For example, numerous films in which it is shown, that the reasonable risk can bring the big awards (it is a pity, that it only cinema).

If to assume, that the fear in the today's world in the greater degree concerns to problems of arrangement of the person at this or that vital stage listed the essence can put in conformity with the time periods in human life concerning the current condition. The fear is the past, money are the present, career is the future.

There is one more very important principle is a conservatism (or equation of parameters). This principle actually means, that the majority of people at their safe financial position at present, want to change nothing in the life. That is, parameters in personal system of motivation are in balance.

All would be good, if the world constantly does not change. There is a progress. There is an inflation. We want that whether or not. It turns out, that the person as the social worker is in certain conditions of social changes. For example, if stability the degree of fear before probable unemployment is reduced grows in a society. Still the example, as though perfectly did not prosper business on manufacturing carriages, it has all the same stopped the existence under pressure of manufacture of automobiles. Hence, there is still a fear before progress.

On the other hand in a counterbalance of inflation the system of monetary motivation which partly indemnifies monetary losses from inflation works. It is important for human community, that the compromise system of motivation indemnified maintenance only the given level of a financial position of the person in a society. And growth of its well-being would be provided with its participation in progress. In this thesis I also mean progress also career.

Process under the name career is peculiar to us to people. This constant aspiration to increase our level of material welfare in relation to an existing level. And not simply to increase, and to proceed to the following energy level in social system of mankind (from younger clerks in senior). Career is difficult for imagining without training (not important - on rates or it is independent).

In this process the national idea plays the important role. The matter is that training or improvement of professional skill from the point of view of growth on a hierarchy, always has some risk of an inconsistency. This risk consists that training does not guarantee obligatory increase of the social status. For example, on change of an epoch of carriages by an epoch of automobiles even the best training in the environment of masters on manufacturing carriages hardly could provide substantial increase of the social status of the graduate of such training courses.

Perhaps in this risk the nature of human conservatism also is covered. I do not know, it is necessary to think of it.

But now speech not about it. A question in that and that can stimulate (to give reasons) the described processes. That can push the usual citizen to investments into the future even if these investments are risky. That can convince the person to go on material deprivations for the sake of the great purpose (for example, victories over war). Precisely, national idea - as global system of consensus in motivation of development of a society.

So this such for an animal - national idea. All is simple. In any state there are various social groups. These groups of people can be formed on nationalities, belief, a financial position or still to that. Typical representatives in these social groups have representation that is necessary to make, and the most important how to distribute a uniform social product and on what public purposes of it to spend. It is a certain concept of the person about social justice.

The national idea - is some contract between various social groups of people in borders of the uniform state. The contract in which basis principles lay only. Hence is a consensus.

It is not necessary to believe, that the concept of the contract is present only at compromise circuits. At a basis of authoritative management and at consensus also there is a contract between people. Only kinds of payments are various.

My second diagram can be extrapolated on group of people or typified representatives of social group in the state. Actually, that I have drawn, concerns to the internal device of social group. But it is business unit (as we have already found out).

In a case about business unit the national idea represents a certain external system of motivation on the basis of consensus (the contract about principles). Look my first figure. To present religion as national idea it is possible only in case over the state is dominated only with one religion. Not without reason for Russia so the concept of national idea (many religious concessions) is actual.

That fact, that national idea is amusing, being, as a matter of fact, external influence on business unit, nevertheless is formed from within business unit (the sorts a protective environment). If to allow, that it is really protective environment its extremely important characteristic is quality (density of scope of society). For the same reason it is a collective product. As we people try to understand, on what principles in the future we shall build our human hostel. The national idea always should base on practicable plans which can be developed on the basis of other components of motivation: the compromise and authoritarianism.

Certainly, the national idea is a part of system of motivation under the name of consensus. However the consensus as ideological management of the human organization can be much wider. But expansion of consensus occurs only on the basis of the central idea (ideas or principles). And differently all can appear wanton.

For example, patriotism. This phenomenon in a separation from national idea, on my belief, simply is not meaningful. Certainly, it is possible to put in the chapter of a corner such concepts as the native land, family, people. But it already a reality in life of any citizen, which at all different both under the maintenance, and on perception. Accordingly the concept of patriotism in this case is miscellaneous for various groups of people. And it unless patriotism?

Last remark. I already wrote, that the national idea is present at any formation of people. In case of corporation it can be corporate idea, in case of a party is a party program, in case of family are family values. Unimportantly as the ideological skeleton of our life refers to, its presence and the maintenance is important.

In terminology close to management the national idea can be presented as system of achievement of the global purposes of development of a generality of people. It is natural, that the purpose should be necessarily included in this system. The degree of detailed elaboration can be various, ways of achievement of the purpose can be various. But the purpose should be necessarily determined (the answer to a simple question - what for?).

And one more remark concerning a transparency and clearness of national idea to each participant of social group of people. As actually the purpose, and ways of its achievement should be clear to each member of social group (the state, a party, firm). Otherwise in social community various groupings of people incorporated by own national ideas can appear. For example, slaves in the ancient world (though the authoritative circuit of deduction of slaves in obedience was a part of national idea of slaveholders). Only it is not necessary to forget, that the social layers which have been not included in plans for development according to national idea (the same slaves), can create own national idea (clearing of slavery). It can contradict the basic national idea in the given community of people. Such phenomenon frequently is the reason of civil wars, social cataclysms (revolt of slaves) and other negative events in community of people for it is impossible to serve two gods simultaneously.
